Seeding and fertilizing lawn in ZONE 7?

Last fall I aerated, seeded, and fertilized the lawn. However, I did it around mid to late OCT. Which is late in my opinion. September is almost here, Should I seed early September? Also, should I mow after I seed or give it about a 2 week break? And, should I then fertilize 2 weeks after I seed after I mow? What is the best chronological order for this method? -Seed -Fertilize -Mow and fall is the best time right? September?
