when is a nettle liquid fertilizer ready to use?

does it finish in 2 - 4 weeks or finish when its the colour of tea, im so confused!

1. When it turns to liquid is a good state these things smell funny but it's all good for feeding outdoor stuff. I would usually dig a hole for anything like this in an area that needs feeding.
