How should I go about preparing my garden so I can plant grass seeds?

My garden is uneven, weed-riddled and covered in winter grass and debris. What steps should I take to remove all the unwanted materials from the soil so that it becomes suitable for growing a lawn?

1. Till the soil- remove any debris such as stones or twigs and rake the surface as level as possible - add topsoil to the uneven areas.
