The Grass Doctor

What type of grass is this?

I was just outside in my backyard, when I came upon this weird grass-like stuff. It feels very waxy, and it has a very sweet smell to it. It isn't thick, and it has a rounded tip to it. I wanted to see if my cat would eat it, but he wouldn't. Can someone tell me what type of grass this is? And also, if it is toxic to pets and humans? where is everybody? :O
