what is the best way to go about starting a lawn mowing business?

im 17 years old and me and my friend decided we want to mow lawns and maintain yards and that kind of stuff for money. basically landscaping but not professional and we'd obviously be cheap. we sent about 20 flyers out just as a test to see if we can get anyone. however, nobody has called in 2 weeks. any ideas on how to get customers? please give me some ideas!
