- Fertilizer is a pretty general term. Compost can certainly act as a high quality fertilizer (as well as a general soil improver). Compost has lots of good nutrients in it that plants can easily access and use (should be since it came from plants in the first place!). so in the strictest term, yes it is a fertilizer. Legally can you call it fertilizer if you are looking to market it - I'm not certain, but I'd guess not. - As long as all the ingredients, including accelerator if used, that went into it are organic, then yes, it can be considered as a one hundred percent organic fertilizer.
