why is this happening and what can i do, i live in a high flat,?

but have always had cats, i also have always bought from pet shops, little grass seed pots, and it is only dry seed in them, i water it and leave it om my window sill and in about five days the grass has grown for my cats which they love, but lately and it is only lately i have noticed that after about a month, there are hundrds of little midgies in the grass, where are they coming from, the grass has no contact to the outside at all only on my window ledge, inside as there is not much of a window ledge outside anyway, is it little midgie baby eggs that are in the seed do you think , and when i water do they come alive or what, is there anything i can put in it to stop them. what i have to do the now is shake pot down sink every day and as i said ther are hundreds, and i keep them back from my cat, my cat really wants and needs this grass as he looks for it every day , when he gets up in morning, i have been buying this grass for years but this has only happened the last couple of months, how do i stop them, coming and from where are they coming. thanks
