What is the strongest grass-type pokemon, based on stats AND moves?

I would like to have a grass-type on my team, but I'm having trouble with deciding which one to choose... I would like answers to be based on fact (highest stats, strongest learn set and teach set) and not your opinion. Thanks!

1. Im pretty sure either roserade or vileplume.
2. Vileplume would be better since it have better def. and sp. def and its sp. atk is great Roserade has low def it has high speed, sp.def, and sp. atk
