Should healthy lawn grass show seeds?

We had some new sod laid last year and this spring it is all showing lots of growing seed. Is this good or is something amiss? In England, as a boy, letting anything "go to seed" was a bad thing

1. Yes....grass will seed itself...this is a good thing!
2. When grass shows seeds at the top it means it's too long and you should be mowing more often.
