How do I make sure fescue grass won't come back?

Removing fescue grass, pulling out with sod removal machine rented from home depot. I am seeding kentucky blue grass in the same place. What do I need to do to ensure fescue doesn't start growing again in same place.

1. It will take two maybe three years, but spray it with round up every year before it goes to seed and it will go away
2. Make sure the area isn't shaded (which will favor fescues over bluegrass), and get the bluegrass well established quickly.
