How do Philippines overcome the issues with fertilizer fund scam and Euro generals?

In general, the issue here is money and as we can see 'if we do' we are on the edge of survival. The poor gets poorer because of what our government officials have been doing. Fertilizer fund is for plants and not for political interest. Why not use the money in farming? If that happened, I think we can't experience the shortage of rice. The Euro money if use in the peace process in Mindanao, I think we are more peaceful; peaceful in heart and in soul.
